YOUR telegram No. 94 of 17th June,

Peking, June 18, 1912.

Telegram received to-day from senior consul at Shanghai states that foreign banks declare opium merchants are unable to repay advances made on opium, and that heavy failures are to be feared owing to Chekiang authorities' prohibition against importation of foreign opium. They add that several millions sterling are involved,

a large part of which has been advanced by Shanghai banks.

I am addressing a memorandum to the Chinese Government in accordance with your telegram No. 95 of 17th June.
